It is the responsibility of the Principal Designer to plan, manage, monitor and coordinate health and safety during the pre-construction phase. Pre-construction is defined as any period during which design or preparatory work is undertaken. This may continue during construction. The Principal Designer should:

1. Assist the client in identifying, obtaining and collating the Pre-Construction Information (PCI)
2. Provide the PCI to the designers, Principal Contractor and associated contractors
3. Ensure that designers fulfil their obligations and cooperate with each other
4. Liaise with the Principal Contractor for the duration of the appointment
5. Prepare the health and safety file
